I think it can be both. I think that if you live in a house full of smart people, you tend to be smarter than average. For example, if you live in a house with two doctors or lawyers, you aquire intellegence. Then it can be environmental consequence because sometimes people are smart because they make themselves smart by studying alot.
I feel in the matter of people being smarter than the other are a reflection of genetics or environmental consequences are more environmental consequences. People especially children learn to be smart and work hard to achieve mental success. Babies are born not knowing anything at all; however, in school they learn about things yet just because some learn a subject better, easier, and faster than others doesn't mean that they are necessarily born smarter than others.
The fact is that Mr. intelligence gifts some people more profusely than others. Mr. Question is in order however, to ask whether or not Mr. Intelligence gifts people based on the decision of Mr. DNA or upon Mr. Environment's influence. It seems that both influence Mr. Intelligence, in subtle ways. If we define intelligence as the ability to learn from a Mr. Neurological perspective, then Mr. DNA reigns supreme. On the other hand, if we define intelegence as the ability to learn based on how Mr. Environment has allowed someone to learn, then Mr. Nurture is the obvious contributor. For example if someone is in a family that does not encourage completing Miss Homework regularly, then a studeny might not do so well in school and thus may be classified as unitelligent. On the other hand, Mr. Enviornment could be perfect, but if Mr. DANA decides to be greedy and not give a child the potential to learn, they might also not succeed. All in all, both have a profound influence, but Mr. DNA has the final word.
I believe that the fact that some people are quite intelligent while others seem to have trouble comprehending information is a combination of genetics and the environment that we grow up in. I think that if your parents are smart you have a higher chance of also being smart and succeeding in this thing I like to call life. HOwever, if we surround ourselves with stupid people, we get stupid. To quote Rocky "you hang around with coconut heads, you get coconut friends. you act smart you get smart friends."

However, Mr. Brain Sr.'s child-rearing methods may be better, suggesting a environmental factor.

For example, if someone had a scientist for a father, they may be educated in science and technology and in other subjects because of the fact that their may be a lab in their home. Or parents may feel they need to teach their children what they know. What we learn and how we learn it depends upon our surroundings and our influences.

Also, i know many people who have for more intelligence then their parents or even their grandparents for that matter. Now i will agree that a good environment and an intelligent family usually help people develop and surpass but i do not think you can pinpoint it to just one.
